Job Title: Head of Antenna Bossaso
What we do
Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering
caused by war and armed violence.
In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving
aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of
the front line they are on.
We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their
living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital
threats.
Purpose
The Head of Antenna in Bossaso represents the ICRC delegation, facilitates and contributes to the identification of humanitarian
needs and to the smooth implementation of activities within the area of responsibility. In addition, the job holder manages the
Office in Bossaso and its operations in accordance with the strategies, objectives and provides regular reporting for the region.
This is a national/resident position based in Bossaso, Somalia.

Accountabilities & functional responsibilities

Ensures the effective implementation of the delegation's operational strategy and objectives

Oversees and monitors operational activities in the AoR and identifies operational gaps, emerging humanitarian needs

Provides analysis of the security environment and related risks, and suggests measures and supervises their implementation

Ensures that security rules and procedures are adhered by all staff and visitors

Develops and maintains contacts with, and represents the ICRC towards a range of interlocutors: regional government authorities,



religious leaders, Civil Society Organizations and INGOs as per Somalia delegation networking priority and strategy

Supports the communication department’s missions and initiatives (stake-holder mapping, audio-visual, beneficiaries’ interviews)

Maintains constructive relations with the Somali Red Crescent Society (SRCS) Bossaso branch and sub-branches

Provides regular reporting on the security situation and in case of security incident or event likely to affect staff security

Produces written communication relevant for the AoR, including field trip reports, Minutes of Meetings, and specific analytical memos

Ensures the effective management of human, financial, logistical and material resources allocated to the office

Monitors the Performance Management & Development (PMD) activities for employees under supervision, ensures that job descriptions are up to date

Supports the employees under supervision in their personal development by coaching and advising them on the available internal and external training and development programmes

Ensures timely and accurate internal reporting

Skills and qualifications
Certifications / Education required

Bachelor’s degree in International Relations, Political Science or equivalent qualification in a related field of study

Professional experience required

6 years’ overall professional experience; experience working in the Humanitarian sector is a plus





Comprehensive knowledge of and exposure to a wide range of humanitarian assistance, emergency relief and related protection issues

Ability to build and maintain strong relationships with the various stakeholders

Desired profile and skills

Excellent leadership and management skills

Excellent reporting, analytical, negotiation and presentation skills

Ability to make quick, sound decisions when faced with highly challenging and sensitive matters

Good understanding of ICRC operations and mandate is an asset

Self-motivated with a strong commitment to teamwork and humanitarian principles

High level of confidentiality

Excellent knowledge of political, economic, social and cultural environment of this region

Excellent command of written and spoken English and Somali

Computer proficiency especially in MS office suite

Flexibility and willingness to travel extensively in Somalia
