General /h3 pa. This requirement addresses the need for proper accountability and management of Deployable Communication and Information Systems (D-CIS) currently deposited at the DACCC. At present, D-CIS systems are not fully recorded in any centralized logistics system. Certain components are owned by NCIA, while others were procured through NSPA. However, the D-CIS capabilities were delivered as complete systems, and individual components have not been systematically registered in any logistics system of record. /p pb. As DACCC is now the designated user and responsible authority on behalf of ACO for managing this equipment, there is currently no clear guidance on which items should be recorded in which system. DACCC therefore requires expert support to: /p ol liIdentify all equipment components; /li liDetermine the appropriate system of record for each item; /li liInput and manage the data within the relevant systems. /li /ol pc. DACCC personnel do not possess the required system expertise. Additionally, only two of five authorized posts are currently occupied. During the last AIRCOM AI visit, related to the DACCC trial structure, it was agreed that, of the five posts currently identified in the Post Establishment (PE), three additional posts should be created to adequately manage all logistics tasks related to the Warehouse. /p pUntil additional posts can be covered by nations or converted into temporary civilian positions, contractor support is essential. /p h32. Scope of the Requirements /h3 pa. DACCC requires support services to assist the Combat Service Support Division (CSS) in identifying, cataloguing, and inventorying all D-CIS equipment (e.g., DADR, GAG). /p pb.

The contractor shall: /p ol liIdentify and inventory all D-CIS-related equipment within DACCC facilities; /li liDetermine the appropriate system of record (e.g., NDSS, NCIS) for each item; /li liInput all relevant data into the appropriate system; /li liConduct physical inspections of warehouses and storage containers every two months; /li liEnsure all items are identified, labeled, and properly recorded; /li liApply barcodes to all identified items and register them in the system; /li liSupport the execution of a complete floor-to-book inventory; /li liProvide administrative and analytical support to the CSS Division in relation to the tasks described above, including the collection and consolidation of data, as well as the preparation of reports and inventories in compliance with NATO Financial Rules and ISPAS recommendations. /li /ol pc. Services shall be: /p ol liDelivered on a full-time basis, on-site at the Deployable Air Command Control Centre (DACCC), Poggio Renatico. Services may include occasional travel to other deployed locations within NATO nations to identify and inventory D-CIS equipment that may be deployed throughout the duration of the contract; /li liIntegrated into daily operations under the direction of the CSS Division Head. /li /ol pd. Deliverables: /p ol liD-CIS-related equipment inventory shall be presented monthly by the Contractor to the CSS Division; /li liDetailed written reports of physical inspections conducted in warehouses and storage containers shall be submitted to the CSS Division by the Contractor; /li liA final written report shall be submitted by the Contractor to the CSS Division at the end of the performance period of the contract consisting of the following: The number of equipment items identified, entered into systems, labeled, warehouse inspections completed, discrepancies resolved, and improvements in asset accountability; Provide the final inventory status, including equipment accounted for, items still requiring identification, missing or unserviceable equipment, items needing further investigation, and equipment at deployed locations;Inspection activities to include dates, warehouse conditions, storage compliance, labeling status, discrepancies found, and corrective actions taken; Document challenges such as unidentified equipment; Offer recommendations to improve inventory complete. /li liA complete floor-to-book inventory shall be submitted by the Contractor to the CSS Division at the end of the performance period of the contract. /li /ol h33. Planning/Calendar /h3 pa. Contractor support is required as soon as possible, as the equipment has not been properly tracked since its transfer to DACCC. /p pb. Estimated Initial Period of Performance:

/p pStart Date: 1 November 2026 (tentative) /p pEnd Date: 30 April 2027 (estimated). /p pOption: 6 months extension /p pc. The anticipated duration of the support requirement is six (6) months, with one (1) option to extend for an additional six (6) months. /p pThis period corresponds to the estimated timeframe required to convert the current uncovered posts into temporary civilian positions, recruit and onboard permanent replacements, and address the staffing gap caused by the three vacant positions. /p pWhile the expected duration of intensive support is six (6) months, the extension option provides flexibility depending on the time required to complete equipment identification, inventory validation, and system integration. /p h34. Personnel Required /h3 p(See Requirements) /p h35. Infrastructure Support Required /h3 pa. DACCC will provide all necessary infrastructure, including: /p ol liOffice workspace within DACCC facilities; /li liAccess to NATO networks (NATO Secret and NATO Unclassified); /li liStandard IT equipment (desktop/laptop, monitor, etc.); /li liAccess badges and internal communication tools. /li /ol pb.
