HSPI S.p.A., a leading management consulting firm specializing in IT Governance and part of the TXT Group, is looking to strengthen its Administration, Finance & Control team by hiring a Contract Specialist to join the Rome office, focusing on the Management and Monitoring of Consip Framework Agreements.
The successful candidate will be responsible for the administrative governance of Accordi Quadro Consip and related Executive Contracts, ensuring compliance with applicable regulations, company procedures and requirements set by Public Administrations.
Main Responsibilities:
1. Governance of Framework Agreements and Executive Contracts
Contractual process management: managing the administrative cycle from the receipt of Needs Plans through the preparation of the required documentation and support for the execution of Executive Contracts.
Financial monitoring and ceiling management: monitoring contracted amounts and remaining framework agreement ceilings, ensuring compliance with contractual limits, deadlines and tender rules.
Reporting and control:



developing alerts and periodic reports on available ceilings, active contracts, new award pipelines, subcontracting activities and deadlines.
2. Subcontracting Management and Compliance
Subcontracting process: verifying requirements, coordinating with Business and Legal teams, collecting documentation and managing authorization requests submitted to Public Administrations.
Regulatory compliance: managing documentation related to publicly funded projects, including beneficial ownership declarations pursuant to Article 47 of Legislative Decree 77/2021 and gender equality reports.
3. Guarantees and Sureties Management
Guarantee management: monitoring and managing provisional and final guarantees, including issuance, extension, reduction and release.
Relations with guarantors: liaising with insurance brokers and guaranteeing institutions regarding issuance, expiry dates, payment notices and verification of amounts.
