pbHSPI S.p.A. /b is looking for a bConsultant /b to support a major client in the Public Sector with contract monitoring, administrative management and control activities, with a particular focus on Framework Agreements and the related Executive Contracts.
/p ul liContractual and Financial Monitoring: Review of periodic reports on working days, professional profiles, deliverables and consumption against work plans and contractual rates; monitoring of the available budget under Executive Contracts and the remaining ceiling of Framework Agreements.
/li liService Verification and Invoicing Authorisation: Review of Statements of Work Progress (SAL), support for service compliance checks and preparation of the documentation required to certify proper contract performance and authorise invoicing.
/li liAdministrative and Accounting Invoice Checks: Verification of consistency between invoices, reported services, payment certificates and expenditure commitments; management of electronic invoices through the Interchange System (SDI) and verification of applicable regulatory requirements, including DURC (Social Security and Insurance Contribution Compliance Certificate), payment traceability and split payment.
/li liSupport for Invoice Settlement and Payment: Management of administrative requirements preceding invoice settlement, preparation and review of accounting documentation, and support for payment procedures through Public Administration information systems, including SICOGE and InIt.
/li liContract Closure: Support for final compliance checks,



settlement of outstanding balances and release of withholdings and contractual guarantees; updating of final reporting data and management of unused expenditure commitments.
/li /ul h3Education: /h3 pDegree in Law, Economics, Political Science or an equivalent field of study.
/p h3Required Technical Skills: /h3 ul liIn-depth knowledge of the Italian Public Contracts Code, the Consip procurement system and Framework Agreements; /li liExperience in managing administrative documentation and contractual procedures involving Public Administration entities; /li liKnowledge of public subcontracting regulations and related authorization procedures; /li liExcellent command of Microsoft Excel for monitoring, reporting and controlling financial and administrative workflows; /li liStrong analytical skills, attention to detail and ability to manage complex deadlines; /li liExcellent interpersonal and communication skills, with the ability to interact effectively with internal and external stakeholders; /li liAbility to work independently, a methodical approach and a strong results-oriented mindset.
